Mr. Hance received his B.B.A. from Texas Tech University in 1965 and his law degree from the University of Texas in 1968.

Mr. Hance was admitted to practice law in Texas in 1968.



After a highly successful seven year tenure as Chancellor of Texas Tech University System, the Honorable Kent R. Hance rejoined his law firm Hance Scarborough in July 2014. Mr. Hance has returned to his public affairs and legal practice in Austin and Washington. Mr. Hance formed the firm in 1994.

During his tenure at Texas Tech, Chancellor Hance raised over a $1.2 Billion for his beloved alma mater, increased student enrollment by 45% elevating the university’s system to its highest historic enrollment to more than 44,000 students, and added a groundbreaking new medical school in El Paso. Chancellor Hance personally led the government relations efforts on the state and federal levels for Texas Tech during his tenure. In addition to his private practice of law, Mr. Hance continues to serve Texas Tech as Chancellor Emeritus.


Mr. Hance provides over 40 years of experience in the public and private sector as an attorney, businessman, Texas State Senator, U.S. Congressman, Chairman of the Texas Railroad Commission, and Chancellor of the Texas Tech University System. While in Congress, Mr. Hance had the honor of carrying President Ronald Reagan’s tax cut, the largest tax cut in the history of the world, even today. In addition, Mr. Hance has been privileged to serve on corporate boards throughout his distinguished career. Through the firm's Austin and Washington, D.C. offices, Mr. Hance provides clients with his own Texas-style and unmatched experience in a broad range of state and federal regulatory and legislative areas.

Mr. Hance provides an extensive background in oil and gas and energy-related law. Following six years as a US Congressman, Mr. Hance served on the Texas Railroad Commission (Chairman 1989-1990) which regulates the oil and gas industry in Texas.

Mr. Hance has served on the Governor's Energy Council, Governor's Oil Spill Advisory Committee, Texas High Speed Rail Commission, Interstate Oil Compact Commission, and the Texas Mining Council. Mr. Hance has attended OPEC meetings and has been active in the acquisition of international oil and gas drilling rights on behalf of US and international clients. Mr. Hance’s vast experience and knowledge allows him to share with key decision makers his expertise and experience in the oil and gas industry.

In addition to decades of personal experience as a public servant in Austin, Lubbock and in Washington, DC, Mr. Hance maintains an active presence in both the state and federal political arenas. His reputation and abilities to represent clients at all levels of government is highly sought after.

A close ally of President Ronald Reagan, Mr. Hance was also involved in the presidential campaigns of President George H. W. Bush, President George W. Bush and President-Elect Donald J. Trump.

Mr. Hance served as U.S. Senator John Cornyn’s (Majority Whip) Finance Chairman from 2003 – 2006, until he took the position as Chancellor at Texas Tech. Additionally, he previously served as Chairman of US Speaker of the House John Boehner’s Finance Committee for the Southwest, and presently serves on US House Speaker Paul Ryan’s Finance Committee. Mr. Hance also serves as Chairman of Majority Leader Kevin McCarthy’s Texas Finance Committee. Mr. Hance has also served on the Finance Committees of Senator Mitch McConnell, Senator Richard Shelby, and Congressmen Lamar Smith, Jeb Hensarling, Joe Barton, Mike Conaway, Mac Thornberry, Randy Neugebauer, Pete Olson, Roger Williams, Michael Burgess, John Carter, Pete Sessions and Steve Pearce.

Mr. Hance’s close work with Energy Secretary and former Texas Governor Rick Perry began during Perry’s first race for statewide office as Agriculture Commissioner, then continued during his campaigns for Lt. Governor and Governor. Mr. Hance has also supported Texas Governor Greg Abbott since his first statewide campaign for Attorney General. In New Mexico, Mr. Hance is a longtime supporter and friend of Gov. Susana Martinez.

Mr. Hance presently Chairs Lt. Governor Dan Patrick’s Economic Forecast Advisory Committee and serves on his Finance Committee and that of Texas House Speaker Joe Straus.
